Increase Patrolling During High Crime Hours:
Crime statistics show that law enforcement agencies have peak hours for calls for service that are from 2:00 PM until 2:00 AM. Implementation of an afternoon or swing shift would put more officers on the street during these peak hours. This would give double coverage from 8:00 PM until 2:00 AM which would allow more officers to handle calls and to work proactive assignments such as:

Uniform drug suppression.
2.
Gang enforcement.
3.
Repeat offender surveillance.
4.
Prevention by community policing.
Lower the Traffic Accident Rate in Canyon County:
Canyon County has an unacceptable rate of fatalities and injuries associated with traffic accidents. If elected, Sheriff Wiley will assign Canyon County Sheriff's Office (CCSO) Deputies to a Selective Traffic Enforcement Program (STEP). These officers will work to identify the causes of fatal and injury traffic accidents. When problems with the street and highway design are identified the deputies will work with state, county, and city engineers to correct the problems. When it is determined that the accidents are caused by violations of the law the STEP team will direct patrols to take enforcement action to lower the accident rate. The STEP Team will also coordinate "Drunk Driver" enforcement for the CCSO. They will work with all state and local patrols to establish effective DUI enforcement for Canyon County.
Develop Long-Range Plan for Solving Jail Issues:
Current problems include overcrowding, medical costs, and the mental hold process.
If elected, Sheriff Wiley will appoint a task force consisting of command staff officers from every agency that houses prisoners at the Canyon County Detention Center (CCDC) and representatives from all local prosecutors and the 3rd Judicial District Courts. The task force would work toward solving the above problems and would be available to work on policy and procedures for the jail. The task force would also work on finding alternative ways to incarcerate non-violent prisoners such as tent city work programs and alternative sentencing programs such as the highly successful drug courts. This would allow everyone who houses or sentences prisoners to the CCDC to have a voice in solving the problems. The task force would work with legislators to effect change in the mental hold process. The current process puts patrol and jail staff in the role of medical personnel and ties them up for hours attempting to find treatment centers that will accept them.
